Steve Thomas


Stephen brings over 45 years of expertise in building codes, specializing in plan review, inspections, and code administration. Throughout his career, he has provided consulting services to government agencies and architectural firms while conducting nationwide educational seminars on building code topics.

Since 1999, Stephen has served as a Building Official for various jurisdictions in Colorado through his work with a leading code consulting firm. He has been an active contributor to the development of national codes, participating in numerous ICBO and ICC committees — notably serving as both member and Chairman of the ICC Means of Egress Code Development Committee. In recognition of his contributions to the industry, he was named an Honorary Member of the ICC in 2021.

Stephen is the author of several industry-leading publications, including Building Code Basics (2009 and 2012 IBC) and Building Code Essentials (2015, 2018, 2021, and 2024 IBC), available through the ICC. In 2018, he and his former firm, Colorado Code Consulting, were honored with the ICC Educator of the Year Award.

With over 35 years of experience as a respected instructor, Stephen is known for delivering engaging, insightful, and highly practical education on the application of building codes.
